It is the year 1787, and Congress has called for a convention to reconsider the Articles of Confederation. To unite the states, Congress drafted the Articles of Confederation in 1776. On paper, the Articles of Confederation gave Congress several important powers: make war and peace, raise an army and a navy, print money, and set up a postal system. However, in reality, these powers appear to be very limited.
